The Ministry of Public Service (MoPS) held a consultative meeting on Continuous Professional Development (CPD) for Secretarial Cadre in Ministries, Departments and Agencies (MDA’s) on 6th September 2017 in the Ministry’s Boardroom. The objective of the meeting was to get input/contributions to the concept paper in preparation of the Secretarial cadre Symposium which is slated to take place in November 2017.
In her remarks, the President of the Association of Secretarial and Administrative Professionals in Uganda (ASAPU), Ms. Norah Kiwumulo noted that ASAPU was formed with the aim of raising self-esteem among the Secretarial Cadre and informed the members present that membership to the association is drawn from all secretarial cadre from all of Government and Non-Governmental Organizations. She highlighted some of the challenges that the secretarial cadre are faced with which include among others limited privileges, low salaries and disparities in titles/designations.
Mr. Davis Malowa the Ag. Commissioner for Human Resource Planning and Development at MoPS encouraged all officers employed under the secretarial cadre to join ASAPU. This was from his remarks where he underscored the aspects of Continuous Professional Development, professionalism and performance. He also highlighted the Secretarial Cadre Symposium and encouraged all participants to attend.
The meeting resolved that the planned Symposium should be a three (3) day event and that it should be held annually.
To coordinate the preparations for the symposium, a committee was nominated and it includes the following:
- Ms. Atino Hellen Outa (Ministry of Energy and Mineral Development),
- Ms. Nyanguma Geinah (Parliamentary Service Commission)
- Ms. Musoke Betty Brenda (Ministry of Agriculture Animal Industry and Fisheries)
- Ms. Alice J. Akello (Ministry of Public Service).
It was agreed at the meeting that among the topics to be addressed during the symposium should include among others, Planning for retirement,Employee wellness and Work ethics and integrity in the Public Service.
