Mandate of the College
CSCU shall contribute to strengthening the Human Resource Management Function across Government institutions for improved performance management in the Public Service.
About the College
The College was established to build capacities of Public Service Institutions and Human Resources for improved performance and service delivery to the citizens.
Established in 2010, and officially commissioned on the 17th of November 2014 by His Excellence the President of the Republic of Uganda General Yoweri Kaguta Museveni, the College was seen as a direct response to the performance challenges facing the public Service and hence a critical intervention in the journey of re-building the Uganda ‘s public service ethos.
The Policy Paper on Transformation of the Uganda Public Service (2011) stipulates a “Transformed Public Servant” as a critical pillar in the achievement of the desired public service transformation, The latter is expected to demonstrate high levels of patriotism; self-motivation; client centeredness; innovation and generally ,a positive attitude towards work, therefore move the Service from one that is characterized by non-responsive to clients’ needs and demotivated officers, to one that is flexible, client centered, results oriented and able to adopt to national and global changes.
Achieving the above dream by the College calls for the support of all Ministries, Departments, Agencies and Local Governments.
Commitments of the Department
- Building capacity of at least 4,000 public officers annually through on-site, on-line and caravan training
programs to enhance the capacity and capability of human resources in the Uganda Public Service. - Conducting core training for each of the mandatory areas of: induction, supervisory skills, senior
management course and strategic leadership course on quarterly basis. - Establishing on-line programs for each of the core training courses and conducting at least six (6)
e-learning programs every quarter. - Developing one bankable proposal annually to enhance resourcing of the College.
