Overview, Mandate, Vision

The Department is headed by Mrs. Allen Kakama, Commissioner  – Management Services.

Functions of the Department

The department is responsible for the establishment and restructuring of institutions; development, review and alignment of job structures in the entire public service.

The Department shall contribute to streamlining Government structures and systems for efficient and effective service delivery to facilitate the attainment of the National Development Agenda.

Commitments of the Department include;

  1. Undertaking a comprehensive review on restructuring of Government Institutions within a scope of 5-years.
  2. Annually advising Government on Administrative Reform.
  3. Reviewing policy guidelines on Administrative Reform Agenda and management of structures for Government Institutions as and when need arises.
  4. Undertaking business process reviews and reengineering of Government systems in MDAs and LGs
    annually.
  5. Providing technical support on implementation of reviewed systems within 3-months from the time of
    request.
  6. Uploading, updating and providing technical support on Establishment Management Control System in all MDAs and LGs annually.
  7. Providing technical support and supervision on the implementation of approved government structures
    within 5-working days from demand receipt.
  8. Conducting quarterly technical support and sensitization campaigns on the establishment
    and operationalization of Service Uganda Centers throughout the service annually.
  9. Conducting technical support and sensitization campaigns on the establishment and operationalization
    of Service Uganda Centers in the entire service each Financial Year on a quarterly basis.

Objectives of the Department

Increase in efficient Government Institution Structures;

To streamline Government structures and systems for efficient and effective service delivery.

Recognizing the critical role of structures and systems in enhancing organizational efficiency and effectiveness, the Ministry has annually restructured government institutions to ensure alignment with their mandates and to eliminate overlaps and duplications.

Furthermore, the government also decided to rationalize institutions through mergers, mainstreaming, and function transfers to reduce public expenditure and eliminate functional duplications and overlaps.

To re- engineer the Public Service Delivery Processes/ System for easy access to public services

Reduced process turnaround time to access public services provided by the Ministry.

Structure for MDAs, LGs and Cities reviewed and dissemination for implementation

  1. Structure for MDAs reviewed and communicated for implementation.
  2. Review and customize structures of LGs for implementation (DLGs, MCs, & TCs).
  3. Customizing and communicating structures of Cities for implementation.
  4. Provide technical support on implementation of structures for MDAs, LGs and Cities

Establishment control undertaken

  1. Uploading and updating of approved organizational structures and staff establishments for MDAs,  LGs and Cities onto the HCM.
  2. Provide Technical Support on the establishment control to MDAs, LGs and Cities.
  3. Reviewing and developing Job descriptions and person specifications MDAs, LGs and Cities developed and approved.
  4. Developing and approving schemes of service for cadres
