Overview, Mandate, Vision

The Department is headed by Mr. Adam Bukenya, Ag. Under Secretary– Finance and Administration.

Mandate of the Department

Department contributes to improving operational efficiency and effectiveness of the Ministry of Public Service.

Commitments of the Department include;

  1. Supporting and monitoring HR policy implementation on quarterly basis
  2. Paying for services and goods supplied to the Ministry within 1-month of delivery.
  3. Processing payments of contract services within one month after submission of performance reports and
    invoices.
  4. Paying salary and pension by the 28th of every month.
  5. Processing and paying gratuity within 1-month from the month of retirement.
  6. Accessing newly appointed staff on the payroll within 1-month of assumption of duty.
  7. Processing payments for approved requisitions within 2-days of receipt.
  8. Organizing media briefs within 48-hours of request.
  9. Settling new officers within one (1) week.
ICT

Information Communication Technology Division

The Division is Headed by Assistant Commissioner - Information Technology, Mr. Mundua Patrick.

Functions of the Division include;

  1. MoPS ICT Policy Maintained and Implemented.
  2. Preventive Maintenance, Servicing and Repairs of ICT Equipment, CT Help and Support Desk, Asset Register undertaken
  3. Ministry of Public Service Website and Social Media Platforms maintained.
  4. Local Area Network, Servers and WIFI maintained.
  5. Systems maintained (Biometric Time and Attendance, Door Access control systems, Information Security Systems and Data Backup, MATRAC-Smart Dashboard.
HRM-A

Human Resource Management - Administration

The Division is Headed by Principal Human Resource Management Officer, Ms. Thereza A.

Functions include;

  1. Training for various staff categories coordinated and organized
  2. MoPS Capacity Building Plan developed and implemented
  3. Ministry of Public Service Human resource plan developed
  4. Professional Leadership and Career development training programs coordinated and organized
  5. Payroll data on HCM Validated and salaries, gratuity and pensions processed and received by 100% of the staff and pensioners.
  6. Functions and capacity development for Professional and Standing Committees coordinated.
  7. Rewards and sanctions review meetings held
  8. Ministry of Public Service Recruitment plan for FY prepared.
  9. Participation in the subscribed Corporate games and sporting activities coordinated
ADM

Administration

The Division is Headed by Principal Assistant Secretary, Mr. Adam Bukenya.

Functions include;

  1. Africa Public Service Day 2025 commemoration organized.
  2. Top Management and Senior Management Team Meetings organized and Minutes prepared.
  3. Ministry fleet maintained
  4. Quarterly utility bills coordinated and paid (Water, electricity, Telephone, TV)
  5. Annual subscription to International bodies i.e AAPAM and ESAMI
  6. Ministry of Public Service Risk Management Framework Developed and implemented

 

COM

Communications

The Division is Headed by Principal Communication Officer, Mr. Asavia Nampandu.

Functions include;

  1. Press meetings on Transformations in the Public Sector conducted
  2. Media and publicity conducted for MoPS activities
  3. Radio and Television Talk shows coordinated
  4. Quarterly News Bulletin published

 

ACC

Accounts

The Division is Headed by Principal Accountant, Mr. Herbert Tumwebaze.

Functions include;

  1. Assets register for the FY compiled and submitted to MOFPED, AOG and AGO.
  2. 100% Payment vouchers processed and paid
  3. Board of survey undertaken
  4. Half year and Final accounts for the year produced and submitted to Accountant General
