THE THIRD FINANCIAL MANAGEMENT AND ACCOUNTABILITY PROGRAMME (FINMAP III)

 

 

REQUEST FOR PROPOSALS FOR CONSULTANCY SERVICES

 

 

  1. The Government of Uganda is implementing the Third Financial Management and Accountability Programme (FINMAP III) with the primary purpose to strengthen Public Financial Management (PFM) at all levels of government and ensure efficient, effective and accountable use of public resources as a basis for improved service delivery.
  2. FINMAP comprises of interventions both at central and local government levels and involves a number of components and several stakeholders, including Development Partners. The implementation of FINMAP III entails a significant amount of coordination effort at all levels. This coordination requirement is met through the contracting of consultants to support specific Programme areas. FINMAP III requires the consultancy services as below
  1. Consultancy Firm: Consultancy services to carry out a comprehensive risk assessment for the Integrated Personnel and Payroll System (ipps) Ref: MOFPED/FINMAP III /CONS/18-19/00003
  1. Interested Consultants may obtain further information and/or clarifications from the Third Financial Management and Accountability Programme (FINMAP III) Coordination Office at the address given below 8(a), from Monday to Friday between 0800hrs to 1700hrs.
  2. A complete set of Request for Proposal documents in English may be purchased by interested consultants on submission of a written application to the address in 8(a) below and upon payment of a non-refundable fee of UGX 100,000 (Uganda Shillings One Hundred Thousand only) or its equivalent in a freely convertible currency using exchange rates published by Bank of Uganda on the date of purchase of the documents. The method of payment will be by cash/EFT. Consultants who request for documents to be sent by courier will pay an additional US$ 30 or its equivalent for courier services. No liability will be accepted for loss or late delivery.
  3. Proposals must be delivered to the address below at 8(b) at or before 1500Hours Local time on Monday 27 August 2018.
  4. Late proposals shall be rejected. Proposals will be opened in the presence of the consultants’ representatives who choose to attend at the address below at 8(c) at 1515Hours Local time on Monday 27 August 2018.
  5. There shall be no pre-proposal meeting.

    What is the threshold of someone whose starting salary is 9000000-11000000 (an assistant education officer)? and what is his/her net pay per month where there is no hard to reach and level one salary

In attendance were representatives from the Ministry of Public Service, MoDVA–Engineering Brigade, Ministry of Works and Transport (MoWT), Ministry of ICT & National Guidance (MoICT&NG), NITA-U, KCCA, and Posta Uganda. The works are expected to take six (6) months.

  • The Organising team of the HRM Conference which is scheduled to take place in Mbarara city held a meeting, to discuss and brainstorm on the successful preparations of this conference.

  • A technical working committee convened a meeting at the Ministry of Public Service boardroom, to discuss on Human Resource Strategy and five year capacity building plan for Human Resource cadre.

  • An organising committee meeting for the annual HRM Conference 2026 convened at MOPS Boardroom, to discuss and fomulate sub committees to organise and spear head the organisation of this conference

  • The PermanentSecretary – MOPS Chaired the finance committee of the Ministry in which Departmental Q2 Financial Permance report were presented and discussed. Departmental allocations for Q3 were also discussed

  • A team from the Ministry of Public Service joined the Minister of Public Service, Hon.
