THE 5TH AFRICA PUBLIC SERVICE HUMAN RESOURCE MANAGERS’ NETWORK CAPACITY BUILDING CONFERENCE AT KAMPALA SERENA HOTEL FROM 27TH- 31ST AUGUST 2018

The conference opened with a call to participants to take note of the objective of the conference, as to build understanding of the Global development Agendas and how to facilitate the attainment of these targets.

In his opening remarks the 1st Prime Minister General Moses Ali also reminded participants of the September 2015, where 193 member United Nations states adopted plan of achieving a better future for all people on the planet through the sustainable development Goals. The Premier added that these SDGs define the world we all want to see.

He said that it was time that Governments and Organizations  started  involving citizens and all people in planning of all development interventions so as to ensure that all programmes are tailored towards making a positive contribution to people’s lives.

‘In Uganda, through lessons of experience, we have  come to realize that investing  in Technology, Agribusiness, Human Capital, creating enabling environments for  business and corporations especially small and medium enterprises are the ingredients for a new African renaissance.’

He also affirmed, in view of the above the conference on building human capital to be very timely where countries have strong relations between themselves to foster International networking and sharing of experiences geared towards advancing the global development agenda.

While addressing participants at conference the Head of Public Service and secretary to the cabinet –Uganda John Mitala in his speech read for him by the Director Human Resource Development (HRM/D) Adah Muwanga Kabarokole hailed the Minister of Public Service Hon. Muruli Mukasa for spearheading this important conference.

Mitala said whereas it is true that the private sector is the engine for development it is equally true that the public sector is the driver for development.

The former minister of state for Public Service and the now the matron of the APS-HRMnet Priscilla Seezi Mbaguta  in her key note address reminded the participants where and how long the  journey  Human resource profession has trekked right from being managed under establishment to personnel and now human resource mangers strategically positioned .

Mbaguta said that now the Human resource function is well strategized in planning. It has the potential of unlocking the 2063 agenda that Africa needs for its development

In her remarks the Permanent Secretary ministry of Public Service who was represented by the Commissioner Human Resource Development (HRM/D) Sharifa Buzeki underscored the importance of the conference as one of the complements to the Ministry’s mandate which is to develop, manage and administer human resource management systems and structures.

“Since every generation has the opportunity to remake the world we should view the Africa Public Service –HRMnet efforts as an opportunity for all stakeholders to contribute  towards advancing the well being of our people. No sustainable development can take place without competent and motivated personnel.’ 

The conference has been organized under the auspices of the Africa Public Sector Human Resources Managers Network. People orientated profession, Human Resources has the potential to provide actual benefits to our people and should have a purpose that transcends the traditional roles of personnel management.

  • The Minister for Public Service, Hon. Muruli Mukasa on 1st April, 2026, launched the declaration of income, assets and liabilities for Public Officers, and the User Guide to the Leadership Code Act, Cap. 33. ‎‎The User Guide aims to make the Leadership Code Act more user friendly in terms of giving clarity on the obligations of both Leaders and public.‎‎ The one-month declaration exercise for Public Officers which will end on 30th April, 2026, is a deliberate step towards reinforcing integrity, a reminder that public officers ought to be accountable because they hold offices on behalf of the public. ‎‎During the launch, the Minister reminded the Public Officers that declaration is a legal requirement and not an administrative burden like it had been misconstrued.

  • The Department of HRPD organised a one-day stakeholders’ engagement on the Knowledge Management Policy in the Public Service. The session provided a platform for discussion on key presentations and for agreeing on the way forward. The presentations included the Regulatory Impact Assessment Report, the Draft Knowledge Management Policy, and the report on consultative engagements with MDAs.

  • The Ministry of Public Service, in partnership with the Ministry of Health and other health partners, organised a one-day health camp at the National Records and Archives Centre to promote staff wellness. During the camp, staff accessed a range of free services, including health check-ups and counselling, screening for HIV, TB, and malaria, mental health support, blood pressure and diabetes checks, nutrition and wellness advice, financial literacy guidance, among other.

  • The Department of Human Resource Management/Finance and Administration is conducting hands-on training for all staff of the Ministry on the Balanced Scorecard under the HCM System. Held in both morning and afternoon sessions, the training is aimed at equipping staff with practical knowledge and skills on applying for leave and conducting performance appraisals through the HCM System.

  • The Minister of Public Service chaired a Top Management meeting at the Ministry Boardroom, where several key presentations relating to the operationalisation of the Public Service Pension Fund were made and discussed. These included the Guidelines for the Appointment of Trustees to the Public Service Pension Fund, the interim structure for the secondment of staff to the PSPF, job descriptions and person specifications, the Business Case Option Analysis Report for the PSPF Management System, and the blueprint for the Pension Fund Management System (PFMS).

  • The Ministry of Public Service under the department of Management Services(SUC), organised a One-Day Sensitization and Stakeholder Engagement Workshop, for Service Providers and Administrators in Selected MDAs and Local Governments, on the Establishment and Operationalization of Service Uganda Centres.

  • The team from the Ministry of Public Service, the UPDF Engineering Brigade, the Ministry of Works and Transport, and Posta Uganda convened a second site meeting on the ongoing renovation and remodelling of the Posta Uganda Main Building, which will host the Kampala Regional Service Uganda Centre. The engagement was intended to assess progress and discuss the final structural designs and drawings for the centre.

  • The Personal Health Management Initiative – Aerobics Session Highlights on Wednesday, March 18, 2026, held at the MoPS Parking Area.

  • The Ministry of Public Service under the department of RIM, is conducting a training on Electronic Document and Records Management System(EDRMS) with implementing institutions in the HCM Lab at the Ministry of Public Service.

  • The Minister of State for Public Service, Hon. Grace Mary Mugasa, officiated at the closure of a two-day Regional Public Service Pension Fund (PSPF) sensitization workshop for Western Uganda Region held at Les Vegas hotel Mbarara City. Later in the evening, participants were invited to a cocktail where they had fun and interacted with each other.
