The Department is headed by Ms. Sophie Nakazzi, Ag. Commissioner – Performance Management.
Mandate of the Department
The Department contributes to strengthening accountability for results across Government and responsiveness to citizens’ needs in the public service performance management system.
Commitments of the Department include;
- Reviewing, developing and supporting development of Client Charters in all MDAs and LGs annually for full coverage of 100% covering a total of 798 entities (i.e. 42 MDAs, 145 districts, 10 Cities, 31 Municipalities and 580 Town Councils).
- Reviewing performance management tools in line with the Government planning and budgeting framework as and when need arises .
- Providing capacity building in Performance Management to Human Resources units in MDAs and
LGs as and when need arises. - Providing technical support on performance management to every MDA & LG as and when need
arises. - Providing induction and orientation to newly appointed Rewards and Sanctions committees in MDAs and LGs within three (3) months from the date of appointment.
- Providing support to Rewards and Sanctions committees in each MDA & LG as and when need arises.
- Supporting all MDAs and LGs to develop Client Charters.
- Monitoring implementation of Client Charter in all MDAs every year.
- Mainstreaming Gender Based Violence concerns in performance management in every MDA/LG annually.
Functions of the Department
MDAs, LGs and Institutions supported to develop and implement the Balanced Score Card
- Provide technical support to MDAs & LGs to cascade the BSC Performance Management tool
- Build capacity of NDP IV Programmes to develop programme Score Card
- Training public officers in balanced score card
- Undertake change management of BSC
Attendance to duty in MDAs, LGs and Institutions monitored
- Monitor implementation of the BSC in all the MDAs, LGs, Institutions and NDPIV programs
Implementation of Rewards and sanctions framework supported in MDAs, LGs and Institutions
- Conduct orientation/ induction of Rewards and Sanctions Committees and Senior Managers in MDAs, LGs and Institutions
- Monitor Compliance of MDAs, LGs and Institutions to Rewards and Sanctions framework
A Public Service Culture Frame work linked to performance developed and disseminated to MDAs, LGs and Institutions
- Develop a Public Service Culture Framework
- Monitor implementation of Public Service culture
MDAs, LGs and Institutions supported to develop Client Charters aligned to NDP IV with clear feedback mechanism
- Support MDAs, LGs and Institutions to develop the Client Charters.
- Monitor the Implementation of Client Charter and feedback Mechanism.
