On Tuesday, June 10, 2025, the Permanent Secretary of the Ministry of Public Service, Mrs. Catherine Bitarakwate Musingwiire, officially inaugurated the Post-Implementation Training of Trainers (ToT) for the Human Capital Management System (HCM) at the Ministry’s Headquarters Training Facility.
The training, scheduled to run from June 10 to June 20, 2025, brings together selected Human Resources personnel from various Ministries, Departments, and Agencies (MDAs) and Local Governments (LGs) across Phases 1, 2, and 3 of the HCM rollout. This initiative is part of the Ministry’s broader strategy to ensure the successful adoption and sustainable implementation of the HCM system.
In the PS’s remarks, she highlighted the key objectives of the ToT, including strengthening institutional capacity, enhancing system adoption, and promoting continuous knowledge transfer across the public service. She provided an update on the current status of HCM implementation and emphasized the critical role of change management in the transition to a modern, digital HR ecosystem.
This training is pivotal in building a cadre of trainers who will cascade the knowledge and skills required for the effective utilization of the HCM system. It is through your commitment that we can achieve full adoption and unlock the benefits of improved service delivery, transparency, and efficiency across government institutions.
The ToT serves as a cornerstone in the Ministry’s ongoing efforts to modernize public service management and ensure that all public officers are equipped to use the HCM system effectively.
On day one of the hands-on Training of Trainers (ToT) for the Human Capital Management System (HCM), participants engaged in in-depth sessions covering two critical modules: Establishment Management Control (EMC) and the Employee Information Manager (EIM).
The EMC module training focused on vote-wise workflow processes, including key functions such as initiating and executing trade-offs, conducting Establishment Structure Reviews, and navigating the overall approval workflows associated with establishment management.
In parallel, the EIM module session provided participants with a comprehensive walkthrough of end-to-end data entry and approval processes, emphasizing the importance of data accuracy, completeness, and the proper management of supporting attachments.

  • The Department of Records and Information Management, held a departmental Team building event under the theme “ Archives Story” in which team members were encouraged to share their favorite Archival stories and highlight the importance of Records and Archives.

  • The Ministry of Public Service, which is spearheading the establishment of Service Uganda Centres across the country, this week witnessed the handover of the Posta Office Main Building to the representative of the Permanent Secretary, Ministry of Defence and Veteran Affairs (UPDF Engineering Brigade). This marks the commencement of renovation, remodeling and refurbishment works on the building, which will host the Kampala Regional Service Uganda Centre (KRSUC). During the handover, Mr. Sulaiman Kirunda, Chairperson of the Board of Posta Uganda, together with Mr. Irumba Rogers Kaija, Undersecretary Ministry of Public Service representing the Permanent Secretary, handed over the facility to the Permanent Secretary, Ministry of Defence and Veteran Affairs (UPDF Engineering Brigade). In attendance were representatives from the Ministry of Public Service, MoDVA–Engineering Brigade, Ministry of Works and Transport (MoWT), Ministry of ICT & National Guidance (MoICT&NG), NITA-U, KCCA, and Posta Uganda. The works are expected to take six (6) months.

  • The Organising team of the HRM Conference which is scheduled to take place in Mbarara city held a meeting, to discuss and brainstorm on the successful preparations of this conference.

  • A technical working committee convened a meeting at the Ministry of Public Service boardroom, to discuss on Human Resource Strategy and five year capacity building plan for Human Resource cadre.

  • An organising committee meeting for the annual HRM Conference 2026 convened at MOPS Boardroom, to discuss and fomulate sub committees to organise and spear head the organisation of this conference

  • The PermanentSecretary – MOPS Chaired the finance committee of the Ministry in which Departmental Q2 Financial Permance report were presented and discussed. Departmental allocations for Q3 were also discussed
