Day One of Virtual Pre-Retirement Training for Public Officers Organized by the Department of Compensation, Ministry of Public Service from 18th to 19th November 2025.

Catherine Bitarakwate Musingwiire (Mrs.), the Permanent Secretary of the Ministry of Public Service, officially opened the Virtual Pre-Retirement Training organized by the Department of Compensation, Ministry of Public Service, emphasizing the government’s commitment to preparing public officers for retirement. She highlighted the importance of this initiative, in line with the Uganda Public Service Standing Orders

The PS/MOPS, Mrs.Catherine Bitarakwate Musingwiire, chairing a quarterly meeting of heads of Human Resource Management functions in Government, Ministries, Public Universities, Departments and Agencies at NRCA. The objective of such meetings is to share knowledge and Experience in implementation of Human Resource Policies, practices and procedures and to provide on spot guidance on Human Resource challenges in the different entities.

The Political leadership of the Ministry of Public Service (MoPS), led by the Minister, Hon. Wilson Muruli Mukasa, conducted a field visit to the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF). During the visit, the Minister met with his counterpart, Hon. Frank Tumwebaze, and the Permanent Secretary, MAAIF, to gain first-hand insight into the progress of implementing the approved institutional structures under the Rationalisation of Government Agencies and Public Expenditure (RAPEX). The visit also included an assessment of service delivery operations at the Coffee Analytical Laboratory located at the Lugogo UMA Show Grounds.

A meeting of the Inter-Ministerial Task Force on the Public Service Pension Fund (PSPF), chaired by the Commissioner Compensation & Taskforce Manager Mr. Bua Victor, was convened to review progress on the various assignments issued to the team in preparation for the operationalization of the Pension Fund.

The Minister of Public Service, Hon. Wilson Muruli Mukasa, together with the State Minister for Higher Education, Hon. John Chrysestom Muyingo, and key stakeholders, convened a meeting at NRCA to present, discuss, and agree on the way forward regarding a report on the impact of salary enhancement on the motivation, performance, and retention of secondary school teachers in Uganda. The discussion highlighted several key findings, including growing dissatisfaction among Arts teachers, rising applications for early retirement from Science teachers whose salaries were enhanced, declining commitment and productivity among some secondary school teachers, and instances where teachers are hiring private tutors to cover their lessons. The report was developed through a collaborative effort between the Ministry of Public Service and Makerere University

SENIOR MANAGEMENT MEETING ON MONDAY, SEPTEMBER 1, 2025
