The Department is headed by Ms. Lillian Ariso, Commissioner – Records and Information Management.
Mandate of the Department
The department is responsible for the Records and Archives Management in the Public Service.
Commitments of the Department include;
The Department of RIM shall contribute to strengthening accountability for results across Government and responsiveness to citizens’ needs in the public service performance management system by:
- Conducting Records and Information Management system audits and reviews for compliance to standards in each MDA at least once in every 2-years and in LGs 3-years.
- Rolling out Electronic Document and Records Management System (EDRMS) to all MDAs and LGs.
- Providing technical support to every MDA and LG to appraise records at least once in every 5-years to ensure the records are managed efficiently and effectively.
- Reviewing the Records Retention and Disposal Schedule once after every 5-years.
- Responding to requests for semi-current records (i.e. closed records) from the Records Center within 1-day.
- Responding to research clearances to access archives within 20-minutes.
- Conducting outreach programs annually to publicize our services to the clients and citizens.
- Conducting and coordinating annual retreats for Records Staff in all MDAs and LGs to ensure their
capacity to address client needs is enhanced. - Establishing Records Management systems in newly created MDAs and LGs within six-months.
Objectives of the Department
Records Management Systems set up and streamlined in MDAs and LGs
- Set up Registries and Records Centres in MDAs and LGs
- Establish records management procedures
- Train Records Staff and sensitize Users
- Review RIM systems and realign procedures
Electronic Document and Records Management System (EDRMS) rolled out to MDAs and LGs
- Carry out site readiness assessment
- Train EDRMS users
- Roll out EDRMS to MDAs and LGs
Compliance to Records and Information Management standards in MDAs and LGs assessed
- Conduct compliance audits in Registries and Records Centers in MDAs and LGs and provide support to address the identified gaps.
Partnership with training institutions established in designing of training programmes
- Support Universities and Tertiary Institutions to develop and review curriculum on RIM, LIS and Data Management
Valuable archival records acquired from MDAs/LGs and preserved at the National Records Centre and Archives
- Carry out a records survey to identify the location of semi-current records
- Sensitise and train Records Staff and Users
- Transfer archives from MDAs and LGs to NRCA
- Acquire and preserve gazettes and other publications at National Records Centre and Archives
- Offer reference services at National Records Centre and Archives
