DESIGN, SUPPLY, IMPLEMENTATION AND COMMISSIONING OF AN INTEGRATED HUMAN CAPITAL MANAGEMENT SYSTEM FOR THE GOVERNMENT OF UGANDA

1. The Government of Uganda has received financing from a consortium of Development Partners towards the cost of the Public Financial Management (PFM) Reform Programme and intends to apply part of the proceeds to payments under the contract for Design, Supply, Implementation, and Commissioning of an Integrated Human Capital Management System for the Government of Uganda.
2. The Ministry of Finance, Planning and Economic Development now invites sealed bids from eligible Bidders for the Design, Supply, Implementation and Commissioning of an Integrated Government Human Capital Management System. It will comprise reviewing Human Resource Management requirements of the sites for implementation, proposing process improvement, the acquisition and implementation of an application package, supportive software including operating systems, databases, training and Support and Maintenance.
The implementation and management of the Integrated Government Human Capital Management System will be managed by the Ministry of Public Service, who are mandated to Formulate, implement policies of Human resource management in the Public service and are process owners of Human Resource Management for Government of Uganda.
