Pre-Retirement Training and Exit Meeting organized by Ministry of Public Service (MoPS) for staff due to retire Calendar years 2022 and 2023

A pre-retirement training and Exit Meeting organized by MoPS for staff due to retire during calendar years 2022 and 2023 was scheduled for Tuesday 14th to Friday, 17th December 2021 at Civil Service Collège Uganda (CSCU) Jinja and Mr. Bua Victor, Commissioner Pension gave the opening remarks on behave of the Permanent Secretary.

The Participants were trained trough different modules as stated below:

  1. Demystifying retirement by Mr. Bua Victor, C/HRM-MoPS.
  2. Retirement Planning, Administrative Procedures and Terminal Benefits by Mr. Bwire Simon, PHRO MoPS.
  3. Retirement Savings Scheme by Mr. Davis Mbuga, Senior Market Conduct Officer from Uganda Retirement Benefits Regulatory Authority (URBRA).
  4. Testimony and Real life experience of a successful transition by Mr. & Mrs. Atim.
  • C/HRM-MOPS, Mr. Bua Victor giving opening remarks on behave of the Permanent Secretary, Catherine Bitarakwate Musingwiire (Mrs.)
  • Ms. Savia Mugwanya Nankya C/HRM-CSCU welcoming participants at CSCU.
  • Mr. John Bosco Bananuka AC/TMD, CSCU carrying through the participants expectations and climate setting.
  • C/HRM-MOPS, Mr. Bua Victor training on Demystifying retirement
  • PHRO MOPS, Mr. Bwire Simon, training on Retirement Planning, Administrative Procedures and Terminal Benefits.
  • PHRO MOPS, Mr. Bwire Simon Demonstrating on how to compute Pension
  • Mr. Davis Mbuga, Senior Market Conduct Officer from URBRA training on Retirement Savings Scheme.
  • Mrs. Margaret Atim, a retired head teacher together with Mr. Atim shared testimony and real life experience of a successful transition.

The Participants paid a maiden Visit to Mr. & Mrs. Atim

A pre-retirement training conducted at CSCU Jinja, concluded on 17th December 2021 in which 15 participants were in attendance.

This has been the first Pre-retirement Training where CSCU has introduced study visits for peer learning, peer exchange. On the even of 17th December 2021, the team paid a maiden study visit to Mr and Mrs Atim who took the team around showing them the different projects. These included Commercial water point, Piggery, Mushroom growing and Grass growing for animals which has helped them to live a descent life after their retirement.

The participants agreed and formed a committee which will oversee and follow up on the actions points agreed upon during the four days engagement.

A Certificate of Completion was awarded to each participant and they also requested CSCU to provide more of practical exposure as it has been this time than seating in class and just talk about them.

The Ministry of Public Service, through the Department of Compensation, has commenced a nationwide sensitization campaign targeting key stakeholders on the forthcoming Public Service Pension Fund (PSPF). The inaugural workshop is taking place at Mbale Resort Hotel from 21st to 22nd August 2025, bringing together Chief Administrative Officers (CAOs), Town Clerks of Cities and Municipalities, Heads of Human Resource Management from Districts, Regional Referral Hospitals, Cities, and Municipalities. Speaking at the opening, the Permanent Secretary, Ministry of Public Service, Mrs. Catherine Bitarakwate Musingwiire, emphasized that the new Fund will be contributory in nature, with Government contributing 10% and public officers contributing 5% of their monthly salary. She further noted that the PSPF will be managed by an independent Board of Trustees under the regulatory oversight of the Uganda Retirement Benefits Regulatory Authority (URBRA). The sensitization workshops are aimed at helping stakeholders appreciate the rationale behind reforming the current Public Service Pension Scheme and to rally their support for the transition to a funded contributory scheme that guarantees sustainability and security for public officers upon retirement. The Permanent Secretary also held a sideline meeting with accounting officers from Karamoja sub region who raised issues concerning their respective vote.

  • The Permanent Secretary, Ministry of Public Service (MoPS), Mrs. Catherine Bitarakwate Musingwiire, chaired a meeting with officials from the Ministry of Defence and Veteran Affairs (MoDVA) to bring the Ministry on board in the establishment and operationalization of the Kampala Service Uganda Centre at Posta Uganda. In line with a directive from H.E. the President, the Uganda People’s Defence Forces (UPDF) will undertake the renovation works at the Posta Uganda Central building to facilitate the Centre’s setup.

  • The PS/MOPS, Catherine Bitarakwate Musingwiire (Mrs), chaired an SMT meeting in which members from Ministry of Energy and Mineral Development made a presentation in which they requested the ministry to assist in developing and implementing a skilled workforce strategy, develop a structure of Uganda National Nuclear Company, enhance Nuclear Department’s Capacity and collaborate with the Ministry of Energy on strategies for attracting, training and retaining qualified personnel for nuclear sector. Also members from Makerere University made a presentation on integrity scale and non-verbal interview tool.
