Uganda Public Service Human Resource Managers Network (UPSHRM Net) which started on 25th -27th May 2022

A three day Uganda Public Service Human Resource Managers Network (UPSHRM Net) which started on 25th -27th May 2022 at CSCU under the theme: “Shaping Effective Public Service Delivery for National Wealth Creation and Prosperity of Uganda: A call for Human Capital Specialist”, has been officially closed by the State Minister of Public Service, Hon. Mugasa Grace Mary.

  • Mr. Ronnie Mbabaali (MoPS) and Ms. Consolate (Nebbi DLG) were rapporteur and presented the Conference report and Comminique in a well choreographed and animated way that added glamour to the closing session.
  • The new elected Executive committee of UPSHRM-Net lead by Mr. Kiguli Herbert as the Chairperson
  • The outgoing Executive committee in a group picture with the State Minister.
  • The Minister of State in a group picture with some HR Managers at CSCU
  • The minister has pledged full support of the ministry to the Human Resource Managers as they are the most precious resource of the country.
  • Comm. Savia Mugwanya giving her opening remarks at the UPS-HRMnet workshop taking place at the Civil Service College Uganda
  • The PS MoPS, officiated the opening of a three day UPS-HRMnet workshop at the Civil Service College. Members of the HR fraternity from different Ministries, Agencies and Local Governments are in attendance to discuss how to shape Public Service Delivery for National wealth creation and prosperity for Uganda- “A call for Human Capital specialists”.

    I have realised with concern that accounting officers need to tighten their belts to manage the current human Resource. But the government also needs to help them. Many people have gone to school and are not realising the appropriate engagements. Some are learnt than their supervisors, but the government have not taken an initiative to understand that. This is a big problem. Most supervisors don’t accept that their subordinates understand than them.

    Strength the way how traditional workers /officers are handled since are denied a chance to pursue higher studies while working and once are tried to educate them self instead of motivating them by assigning them higher duties or promotion they demotivating them ! For example see the newly created cities Masaka inclusive.

In addition, talk shows were conducted to raise public awareness about the critical role Human Resource practitioners play in enhancing service delivery and strengthening performance across the Public Service.

  • 14-day induction training for newly recruited staff

  • The Minister of Public Service, Hon. Wilson Muruli Mukasa, today officiated at the opening of a three-day Regional Public Service Pension Fund (PSPF) sensitization workshop for Northern Uganda at Bomah Hotel in Gulu City. The workshop, taking place from 26th to 28th February 2026, brings together key stakeholders to deepen understanding and preparedness ahead of the Fund’s operationalization. Following the Gulu engagement, the next PSPF regional sensitization workshop is scheduled to take place in Mbarara for the Western Region, marking the conclusion preparation for the establishment and rollout of the Public Service Pension Fund in July 2026.

  • Human Resource Management Policy and Procedures (C/HRMP&P), Mr. Patrick Muhereza, as he prepares for retirement. In recognition of his dedicated service and contribution to the Public Service, the SMT organised a cake-cutting ceremony in his honour.

  • The department of Public Service Inspection, held a one-day workshop at NRCA, to refine and validate the changes made on the digital Inspection tool, which is being rolled out this quarter, going forward. The tool will replace the manual tools that were in use and make the process of inspection faster and more efficient. Present at the meeting were representatives from MOLG, MEACA, MOLHUD, MOWT, MIA MEMD, MOES, HSC and PSC.

  • The Minister of State for Public Service, Hon. Grace Mary Mugasa officially opened the Annual Public Sector Managers Conference, 18th to 20th February 2026 at Las Vegas Hotel Mbarara. This conference brought together all the HR practitioners under the theme” Transforming Human Resource Management Practices for Institutional Success and Improved Service Delivery: Ethics, Systems and Talent Management.

  • A team from New Wave Technologies in partnership with the Ministry of Public Service successfully delivered and officially handed over desktop computers to Kiryandongo and Arua District Local Governments (DLGs). The equipment will support efforts to track and monitor the level of adoption and compliance with Service Delivery Standards, strengthening accountability and improving public service performance

  • The Under Secretary, Ministry of Public Service, Mr Rogers Kaija, who represented the PS/MOPS, giving the opening remarks at Public Sector Transformation Programme Semi-Annual Performance Review meeting, to review and access the progress in the implementation of the National Development Plan iv. The meeting was held at NRCA.

  • The Minister of State for Public Service, Hon. Grace Mary Mugasa, chaired a top management meeting in which they discussed on MOPS Q2 report for FY 2025/2026.
