Ideological/Patriotism Training at National Leadership Institute (NALI) Kyankwanzi from 14th to 25th February 2022

The Ideological/Patriotism training at NALI Kyankwanzi for Ministry of Public Service (MoPS) Staff including the Minister of State for Public Service – Hon. Mary Grace Mugasa Akiiki, from 14th to 25th February 2022.

The MoPS Participants arrived at the Institute on the 13th February, 2022. The participants were warmly welcomed and debriefed about the college by Maj. Daniel Waseera, the course coordinator at NALI.

The participants were once again welcomed by Lt. Col. Godfrey Wabugumbule, a trainer at NALI who informed the participants about the previous leadership of the Institute and the Heroes of Africa and West who influenced leadership in Africa and around the word. He also carried the participants through their expectations during their training sessions at the Institute.

The Vision and Mission of the Institution were shared with the participants

    Hello members, am Kagezi Daniel from kyenjojo district. Am very happy to see that you have that program of training patriotism to Ugandans.
    In kyenjojo district we have few who are oriented in your program.
    So allow me to join your patriotic program so that I can extend it to my local area by training my fellow youth because believe in me or not most of the youth in my district are willing to learn but they don’t have the capacity to access you… If am given the opportunity I will do the needful to extend the services to them

Mr. Mbaguwa provided an overview of PSSSF’s evolution, noting that Uganda’s PSPF is currently at a stage similar to where PSSSF was in 1998. He emphasized that it is crucial for PSPF to establish strong systems, quality standards, and a solid operational foundation from the onset, drawing lessons from institutions that have already gone through similar transitions. He further underscored the importance of proper documentation practices to ensure transparency and institutional memory. Highlighting key success factors, Mr. Mbaguwa noted that accurate member data is the cornerstone of any pension scheme’s effectiveness. He also underscored the value of public relations and communication in today’s digital environment, stressing the need for consistent, positive information dissemination through traditional and digital media, including the strategic use of social media and influencers as part of the institution’s outreach strategy. He further pointed out that Government support and financing remain essential to the sustainability of pension schemes. PSSSF, he shared, has fully automated its operations and now manages assets worth approximately TZS 12 trillion, with annual member contributions amounting to TZS 2.1 trillion. Mr. Mbaguwa advised that PSPF should actively engage trade unions, adhere to regular actuarial valuations, and manage public expectations by building trust and demonstrating the difference between the old and new pension arrangements. Later, the Ugandan team toured the PSSSF Customer Service Lobby and Call Centre, where they observed firsthand the fund’s integrated service delivery and client engagement systems.

  • The Public Sector Transformation Program Working Group (PWG) Meeting held at NRCA, to deliberate on, and agree upon the allocation of resources to Program priorities in line with the NDP IV Program Implementation Action Plan (PIAP).

  • A subcommittee meeting held at MOPS boardroom, to discuss issues arising from the establishment of the Kampala Regional Service Uganda Centre.

  • The Department of RIM, Ministry of Public Service, has received 140 students in total of form 4 and 6, from Witts College Namulanda, who were on a study tour at the facility. They were interested in the Uganda Agreement and how National records are preserved.

  • The wellness sessions every Monday and Wednesday at MOPS Parking yard. Health is Wealth👍

  • The Public Service Pension Fund Team benchmarking on Tanzania arrived within the past hour and has now settled in Dodoma. We were warmly received at Dodoma Airport by two senior officials from the PSSF Top Management Team.
