The National Social Protection Policy that came in force by 2014 will be implemented for a period of ten years to 2024. It was approved by cabinet on 4th November 2015 and launch presided over by H.E The vic3 president Republic of Uganda.
The policy seeks to address the social protection to reduce vulnerability by building resilience so that people can withstand shocks that could force them into poverty.
While presenting the National Policy to the senior members of the Ministry of Public Service Lydia Nabiryo the Senior Programme Officer whereas this policy has been known as SCG – Social Community Grant it was necessary to share the other components of the policy to stakeholders to appreciate and rally them to the implementation roadmap.
Nabiryo said that the targets groups include; Workers in the formal sector, informal sector, Orphans and other vulnerable children, Labor constrained individuals and households, Unemployed persons, older persons aged 60 and above, persons with severe disabilities and disaster affected persons among others.
She also said that the problem of street children on Kampala streets has persisted because there are big people behind the Karamoja children who are always ferried to Kampala even when KCCA takes them back. The policy is aimed at supporting those who could afford to contribute and those who cannot government to come in save them when they become vulnerable.
Commissioner SAVIA Mugwanya wondered whether the policy has addressed the efforts of partnership when issues of financial institutions that loan out to individuals’ small loans and when one fails to meet the obligation they are only out to grab the property in terms of security.
The Principal Accountant Regis if the NSSF and government Pension schemes that existed this policy was out to support them or another shift from the ordinary.
The Assistant Commissioner ICT Patrick Mundua wondered whether this policy was not only emphasizing the handouts syndrome other than integrating the sustained strategies for poverty and vulnerability of persons.
All this was responded to encouraging stakeholders to read and interest themselves in the policy document to get the detailed strategies of implementation.

    Greetings to you, I would like to inquire because I had private teachers are being loaded some packages there for instructed head teachers to load their data’s to this platform. But some of us most especially me left my private school due to covid 19 though my headteacher was angry about it, isn’t there any possibility of private teachers registering by them selves so that they can also benefit because personally registered under ministry of Education. Thanks as iam looking forward to getting your response.

  • 14-day induction training for newly recruited staff

  • The Minister of Public Service, Hon. Wilson Muruli Mukasa, today officiated at the opening of a three-day Regional Public Service Pension Fund (PSPF) sensitization workshop for Northern Uganda at Bomah Hotel in Gulu City. The workshop, taking place from 26th to 28th February 2026, brings together key stakeholders to deepen understanding and preparedness ahead of the Fund’s operationalization. Following the Gulu engagement, the next PSPF regional sensitization workshop is scheduled to take place in Mbarara for the Western Region, marking the conclusion preparation for the establishment and rollout of the Public Service Pension Fund in July 2026.

  • Human Resource Management Policy and Procedures (C/HRMP&P), Mr. Patrick Muhereza, as he prepares for retirement. In recognition of his dedicated service and contribution to the Public Service, the SMT organised a cake-cutting ceremony in his honour.

  • The department of Public Service Inspection, held a one-day workshop at NRCA, to refine and validate the changes made on the digital Inspection tool, which is being rolled out this quarter, going forward. The tool will replace the manual tools that were in use and make the process of inspection faster and more efficient. Present at the meeting were representatives from MOLG, MEACA, MOLHUD, MOWT, MIA MEMD, MOES, HSC and PSC.

  • The Minister of State for Public Service, Hon. Grace Mary Mugasa officially opened the Annual Public Sector Managers Conference, 18th to 20th February 2026 at Las Vegas Hotel Mbarara. This conference brought together all the HR practitioners under the theme” Transforming Human Resource Management Practices for Institutional Success and Improved Service Delivery: Ethics, Systems and Talent Management.

  • A team from New Wave Technologies in partnership with the Ministry of Public Service successfully delivered and officially handed over desktop computers to Kiryandongo and Arua District Local Governments (DLGs). The equipment will support efforts to track and monitor the level of adoption and compliance with Service Delivery Standards, strengthening accountability and improving public service performance

  • The Under Secretary, Ministry of Public Service, Mr Rogers Kaija, who represented the PS/MOPS, giving the opening remarks at Public Sector Transformation Programme Semi-Annual Performance Review meeting, to review and access the progress in the implementation of the National Development Plan iv. The meeting was held at NRCA.

  • The Minister of State for Public Service, Hon. Grace Mary Mugasa, chaired a top management meeting in which they discussed on MOPS Q2 report for FY 2025/2026.
