Permanent Secretaries Retreat

In collaboration with the Eastern and Southern African Management Institute (ESAMI), the Ministry of Public Service organized a four day retreat for Permanent Secretaries from Tuesday 21st to 24th March 2017 at Mweya Safari Lodge, Kasese.

The theme of the retreat was “The Whole of Government Approach” (WOG) which denotes Public Service agencies working across portfolio boundaries to achieve a shared goal and an integrated government response to particular issues. Approaches can be formal and informal. They can focus on policy development, program management and service delivery.  It underpinned the management of all Public Service Reforms and how to build on initiatives to create an effective, efficient and responsive public sector to utilize the limited resources in order to produce excellent results to the satisfaction of citizens.

Issues of emphasis included reduction of wastage, elimination of duplication, working with reduced budgets, innovation and sharing responsibilities and information, strengthening coordination and integration of strategies, creation of a joined-up and connected government to ensure policy coherence, removal of cross organizational boundaries and adoption of citizen centric digital portals to enhance technological advancement for improved service delivery.

The Permanent Secretaries committed to working together as a team to address the challenges impeding the Uganda Public Service from becoming an excellent administrative machinery capable of delivering quality, timely, transparent and responsive services to the needs of the people.

  • The Department of Records and Information Management, held a departmental Team building event under the theme “ Archives Story” in which team members were encouraged to share their favorite Archival stories and highlight the importance of Records and Archives.

  • The Ministry of Public Service, which is spearheading the establishment of Service Uganda Centres across the country, this week witnessed the handover of the Posta Office Main Building to the representative of the Permanent Secretary, Ministry of Defence and Veteran Affairs (UPDF Engineering Brigade). During the handover, Mr. Sulaiman Kirunda, Chairperson of the Board of Posta Uganda, together with Mr. Irumba Rogers Kaija, Undersecretary Ministry of Public Service representing the Permanent Secretary, handed over the facility to the Permanent Secretary, Ministry of Defence and Veteran Affairs (UPDF Engineering Brigade). In attendance were representatives from the Ministry of Public Service, MoDVA–Engineering Brigade, Ministry of Works and Transport (MoWT), Ministry of ICT & National Guidance (MoICT&NG), NITA-U, KCCA, and Posta Uganda. The works are expected to take six (6) months.

  • The Organising team of the HRM Conference which is scheduled to take place in Mbarara city held a meeting, to discuss and brainstorm on the successful preparations of this conference.

  • A technical working committee convened a meeting at the Ministry of Public Service boardroom, to discuss on Human Resource Strategy and five year capacity building plan for Human Resource cadre.

  • An organising committee meeting for the annual HRM Conference 2026 convened at MOPS Boardroom, to discuss and fomulate sub committees to organise and spear head the organisation of this conference

  • The PermanentSecretary – MOPS Chaired the finance committee of the Ministry in which Departmental Q2 Financial Permance report were presented and discussed. Departmental allocations for Q3 were also discussed

  • A team from the Ministry of Public Service joined the Minister of Public Service, Hon. Wilson Muruli Mukasa, at a thanksgiving ceremony held at Kalungi Sub-county Headquarters in Nakasongola District. The ceremony attracted a wide range of dignitaries including religious and cultural leaders, government officials, and members of the local community.

  • The Commissioner, Management Services, Mrs. Allen Kakama, chaired a meeting on Business Process Reengineering (BPR) for selected service delivery processes at the National Records and Archives Centre (NRCA). These included the Students’ Loan Financing Service Delivery System under the Ministry of Education and Sports; the Requisition, Procurement and Distribution of Medical Supplies under the Ministry of Health; and the Land Registration Service Delivery System under the Ministry of Lands, Housing and Urban Development.

  • Closure of The Ministry of Public Service (HRPD) Eastern Region Stakeholders engagement with Technical colleges/Institutes on the development of curriculum for Training of Technicians for Nuclear Energy sector in Uganda from 11th to Friday 12th December, 2025 in Kafu hall at Civil Service College (CSCU).

  • The Ministry of Public Service (MoPS) through the Department of the Civil Service College Uganda (CSCU), convened a meeting, in its role as the coordinating Directorate for socio-economic research in the Public Service, as stipulated under the National Development Plan IV (NDP IV) and the National Research Framework. The meeting discussed the development of the National Socio-Economic Research Agenda (NSERA), which will guide the conduct of socio-economic research across the Public Service to inform evidence-based public policy formulation. The meeting further agreed on the roadmap for the development of the NSERA, as well as the formulation of Institutional Research Agendas.
