Permanent Secretaries Retreat

In collaboration with the Eastern and Southern African Management Institute (ESAMI), the Ministry of Public Service organized a four day retreat for Permanent Secretaries from Tuesday 21st to 24th March 2017 at Mweya Safari Lodge, Kasese.

The theme of the retreat was “The Whole of Government Approach” (WOG) which denotes Public Service agencies working across portfolio boundaries to achieve a shared goal and an integrated government response to particular issues. Approaches can be formal and informal. They can focus on policy development, program management and service delivery.  It underpinned the management of all Public Service Reforms and how to build on initiatives to create an effective, efficient and responsive public sector to utilize the limited resources in order to produce excellent results to the satisfaction of citizens.

Issues of emphasis included reduction of wastage, elimination of duplication, working with reduced budgets, innovation and sharing responsibilities and information, strengthening coordination and integration of strategies, creation of a joined-up and connected government to ensure policy coherence, removal of cross organizational boundaries and adoption of citizen centric digital portals to enhance technological advancement for improved service delivery.

The Permanent Secretaries committed to working together as a team to address the challenges impeding the Uganda Public Service from becoming an excellent administrative machinery capable of delivering quality, timely, transparent and responsive services to the needs of the people.

The team has also inspected the Luwero weighbridge station

  • Department of Public Service Inspection (PSI) received a fully digitized Public Service Inspection Tool developed by the Department of Statistics Monitoring and Evaluation (SME). The tool, which takes immediate effect, is expected to significantly reduce the turnaround time for generating inspection findings. With real-time data entry replacing manual writing, field information will now be captured instantly and seamlessly processed into reports. As a result, the consolidation of key inspection findings previously taking several months, will now be completed within days, greatly enhancing efficiency, accuracy, and timeliness in the inspection process.

  • The Minister of Public Service chairing a top management meeting in which a presentation of MoPS BFP for FY 2026/2027 was made and Discussed.

  • Day One of Virtual Pre-Retirement Training for Public Officers Organized by the Department of Compensation, Ministry of Public Service from 18th to 19th November 2025.

  • The PS/MOPS, Mrs.Catherine Bitarakwate Musingwiire, chairing a quarterly meeting of heads of Human Resource Management functions in Government, Ministries, Public Universities, Departments and Agencies at NRCA. The objective of such meetings is to share knowledge and Experience in implementation of Human Resource Policies, practices and procedures and to provide on spot guidance on Human Resource challenges in the different entities.

  • The Political leadership of the Ministry of Public Service (MoPS), led by the Minister, Hon. Wilson Muruli Mukasa, conducted a field visit to the Ministry of Agriculture, Animal Industry and Fisheries (MAAIF). During the visit, the Minister met with his counterpart, Hon. Frank Tumwebaze, and the Permanent Secretary, MAAIF, to gain first-hand insight into the progress of implementing the approved institutional structures under the Rationalisation of Government Agencies and Public Expenditure (RAPEX). The visit also included an assessment of service delivery operations at the Coffee Analytical Laboratory located at the Lugogo UMA Show Grounds.

  • A meeting of the Inter-Ministerial Task Force on the Public Service Pension Fund (PSPF), chaired by the Commissioner Compensation & Taskforce Manager Mr. Bua Victor, was convened to review progress on the various assignments issued to the team in preparation for the operationalization of the Pension Fund.
