Uganda Public Service Standing Orders 2021

  1. The Service is hereby informed that the Uganda Public Service Standing Orders which were last revised in 2010 have been reviewed and updated to bring them in consonance with the current Human Resource Management Practices and Policy/Legal Frameworks.

  2. The Standing Orders shall be referred to as the Uganda Public Service Standing Orders 2021 Edition.

  3. Responsible Officers are therefore obliged to:-

    a) Ensure that all staff under their control are aware of the provisions in the Standing Orders;

    b) Ensure that all staff comply with the provisions of the Standing Orders;

    c) Consult the Responsible Permanent Secretary on all issues requiring clarification or interpretation.

  4. All Public Officers are reminded that they are bound by the Standing Orders and should therefore acquaint themselves with all the provisions therein, as ignorance of any provision shall not be an excuse for non compliance.

  5. In case of conflict between the Standing Orders and Ministry/Department/Agency/Local Government Instructions, the Standing Orders shall take precedence.

  6. The Salary Structure, Unit costs and rates of allowances have not been included in this edition of the Standing Orders. They will determined and communicated through Circular Standing Instructions and Establishment Notices issued from time to time by the Responsible Permanent Secretary.

  7. Responsible Officers should ensure that this Establishment Notice is given wide publicity.

  8. Responsible Officers are advised to purchase copies of the Standing Orders from Uganda Printing and Publishing Corporation.

  9. The Establishment Notice and the revised Uganda Public Service Standing Orders 2021 can be accessed on the Ministry Website on www.publicservice.go.ug.

    Mr. Oule peter a primary teachers, born of 1966 who is my father, have been retired by serere district local government in 2020. In the form he signed for his retirement, there is no referwnce to the minutes for retirement before the mandated age of 60yrs, not even justification clause ax to why he retired early!
    Therefore, I request for support to understand how to help my father either be reastated into work or paid his benefits.

    I request for clarification on the following two issues:
    1. Iam an Academic Registrar of Uganda College of Commerce ,Minute No.206/2020(5),U3,Shs.14,616496 p.a. My net pay has been 950,000/= p.m until May,2023. since then it’s 737,000/=p.m. This is the same thing with other Registrars of this category( of sister colleges)
    Why has our Salary been cut by 213000/= yet the appointment we accepted is clear ?
    2.Some Accounting Officers and their Bursars are telling us that Auditors told them not to Revised Rates of Duty Facilitating Allowances ( refer to CSI No. 6 of 2018) .How is this true ? What is the Night Allowance wihtin Uganda for Public officer in U3.

  • Technical Engagement with the Public Service Social Security Fund (PSSSF) Tanzania The Uganda Public Service Pension Fund (PSPF) Benchmarking Team held a fruitful technical meeting with Mr. Mbaruku Mbaguwa, Director of Operations at the Public Service Social Security Fund (PSSSF), and members of his senior management team. Mr. Mbaguwa provided an overview of PSSSF’s evolution, noting that Uganda’s PSPF is currently at a stage similar to where PSSSF was in 1998. He emphasized that it is crucial for PSPF to establish strong systems, quality standards, and a solid operational foundation from the onset, drawing lessons from institutions that have already gone through similar transitions. He further underscored the importance of proper documentation practices to ensure transparency and institutional memory. Highlighting key success factors, Mr. Mbaguwa noted that accurate member data is the cornerstone of any pension scheme’s effectiveness. He also underscored the value of public relations and communication in today’s digital environment, stressing the need for consistent, positive information dissemination through traditional and digital media, including the strategic use of social media and influencers as part of the institution’s outreach strategy. He further pointed out that Government support and financing remain essential to the sustainability of pension schemes. PSSSF, he shared, has fully automated its operations and now manages assets worth approximately TZS 12 trillion, with annual member contributions amounting to TZS 2.1 trillion. Mr. Mbaguwa advised that PSPF should actively engage trade unions, adhere to regular actuarial valuations, and manage public expectations by building trust and demonstrating the difference between the old and new pension arrangements. Later, the Ugandan team toured the PSSSF Customer Service Lobby and Call Centre, where they observed firsthand the fund’s integrated service delivery and client engagement systems.

  • The Public Sector Transformation Program Working Group (PWG) Meeting held at NRCA, to deliberate on, and agree upon the allocation of resources to Program priorities in line with the NDP IV Program Implementation Action Plan (PIAP).
