Day Two of Virtual Pre-Retirement Training for Public Officers Organized by the Department of Compensation, Ministry of Public Service From 18th to 19th November 2025.

On the second day of the Virtual Pre-Retirement Training, participants were welcomed with a comprehensive recap of the previous day’s sessions. This overview was expertly delivered by Mr. Amori Moses Sebbi, Assistant Commissioner of Human Resource Management, Compensation Department. His summary effectively reinforced the key points covered on Day One, ensuring that all attendees were well-prepared and focused for the day’s agenda.

The training covers essential topics such as Retirement Planning: An extensive discussion on retirement strategies emphasized the importance of early preparation and informed decision-making for financial stability, Investment Opportunities for Public Officers: Participants learned about investment options available to public servants to support their long-term financial well-being, Estate Administration in Uganda: Insights into legal frameworks and responsibilities in estate management were provided, which are critical for public officers, Will Writing Guidance: Experts shared best practices and legal considerations for writing wills, highlighting the importance of clear documentation. Presentations were delivered by multiple speakers, including Mr. Tusiime Adam, Assistant Commissioner, who shared insights on retirement matters; Ms. Sylvia Juuko, Certified Financial Literacy Trainer, who provided practical financial management advice; and Mr. Henry Kuloba, Assistant Administrator General, who discussed legal aspects of estate administration.

The session concluded with a dynamic and interactive segment, where participants actively engaged in discussions. They shared their personal experiences and insights with the speakers and each other, fostering a collaborative atmosphere that encouraged learning and the exchange of ideas.

  • The Minister for Public Service, Hon. Muruli Mukasa on 1st April, 2026, launched the declaration of income, assets and liabilities for Public Officers, and the User Guide to the Leadership Code Act, Cap. 33. ‎‎The User Guide aims to make the Leadership Code Act more user friendly in terms of giving clarity on the obligations of both Leaders and public.‎‎ The one-month declaration exercise for Public Officers which will end on 30th April, 2026, is a deliberate step towards reinforcing integrity, a reminder that public officers ought to be accountable because they hold offices on behalf of the public. ‎‎During the launch, the Minister reminded the Public Officers that declaration is a legal requirement and not an administrative burden like it had been misconstrued.

  • The Department of HRPD organised a one-day stakeholders’ engagement on the Knowledge Management Policy in the Public Service. The session provided a platform for discussion on key presentations and for agreeing on the way forward. The presentations included the Regulatory Impact Assessment Report, the Draft Knowledge Management Policy, and the report on consultative engagements with MDAs.

  • The Ministry of Public Service, in partnership with the Ministry of Health and other health partners, organised a one-day health camp at the National Records and Archives Centre to promote staff wellness. During the camp, staff accessed a range of free services, including health check-ups and counselling, screening for HIV, TB, and malaria, mental health support, blood pressure and diabetes checks, nutrition and wellness advice, financial literacy guidance, among other.

  • The Department of Human Resource Management/Finance and Administration is conducting hands-on training for all staff of the Ministry on the Balanced Scorecard under the HCM System. Held in both morning and afternoon sessions, the training is aimed at equipping staff with practical knowledge and skills on applying for leave and conducting performance appraisals through the HCM System.

  • The Minister of Public Service chaired a Top Management meeting at the Ministry Boardroom, where several key presentations relating to the operationalisation of the Public Service Pension Fund were made and discussed. These included the Guidelines for the Appointment of Trustees to the Public Service Pension Fund, the interim structure for the secondment of staff to the PSPF, job descriptions and person specifications, the Business Case Option Analysis Report for the PSPF Management System, and the blueprint for the Pension Fund Management System (PFMS).

  • The Ministry of Public Service under the department of Management Services(SUC), organised a One-Day Sensitization and Stakeholder Engagement Workshop, for Service Providers and Administrators in Selected MDAs and Local Governments, on the Establishment and Operationalization of Service Uganda Centres.

  • The team from the Ministry of Public Service, the UPDF Engineering Brigade, the Ministry of Works and Transport, and Posta Uganda convened a second site meeting on the ongoing renovation and remodelling of the Posta Uganda Main Building, which will host the Kampala Regional Service Uganda Centre. The engagement was intended to assess progress and discuss the final structural designs and drawings for the centre.

  • The Personal Health Management Initiative – Aerobics Session Highlights on Wednesday, March 18, 2026, held at the MoPS Parking Area.

  • The Ministry of Public Service under the department of RIM, is conducting a training on Electronic Document and Records Management System(EDRMS) with implementing institutions in the HCM Lab at the Ministry of Public Service.

  • The Minister of State for Public Service, Hon. Grace Mary Mugasa, officiated at the closure of a two-day Regional Public Service Pension Fund (PSPF) sensitization workshop for Western Uganda Region held at Les Vegas hotel Mbarara City. Later in the evening, participants were invited to a cocktail where they had fun and interacted with each other.
