ESTONIAN TEAM VISIT TO UGANDA IN APRIL 2018

The Estonian Team ended their 3rd time running visit to Uganda where they observed tremendous improvements in the implementation of the One Stop Service Centre concept with remarkable milestones in Jinja and Entebbe Municipalities.

A One Stop Service Centre is a concept where services to clients about a public entity could be given right at a designated place without necessarily going from one office to another, as the case pertains today in all Ugandan Public Institutions.

Kalle Sepp, a project expert and head of delegation, said that based on findings in all public entities visited on the progress of the implementation of One Stop Service Centre, there was a very strong belief that this concept has taken root in Uganda especially the extent of work found at Jinja and Entebbe Municipalities.

Kalle, while meeting with Permanent Secretary and other staff at the Ministry of public service, revealed that there was an open window for extending the contract for the Estonian Ministry of Foreign Affairs and Uganda government to continue supporting institutions growth to the desired levels of the One Stop Service Centre.

The Team, while in Jinja and Entebbe Municipality, were impressed by the leaders and technical staff for putting in place sign posts and mini one stop service centres within their means to start serving the clients.

Entebbe Municipality had gone ahead to display the services they offer on the sign post just at their office premises, a sign that the concept had taken root and destined for success. For Jinja Municipality, similar services implementation had already started at their division offices just a few metres away from their office premises.

It was resolved during the meeting with the Permanent Secretary that there was need for an extension of the contract Agreement to continue support for the institutions to grow to the desired levels of reduction in the cost of running government business.

The Estonian delegation visit to Uganda is hinged on the MoU signed between the Government of Uganda represented by Ministry of Public Service and the Tallinn Development and Training Centre (Republic of Estonia). The collaboration and Support to establish and develop ONE-STOP CENTRES for improved service delivery in Uganda modeled on the city of Tallinn

The engagement was intended to assess progress and discuss the final structural designs and drawings for the centre.

  • The Ministry of Public Service under the department of RIM, is conducting a training on Electronic Document and Records Management System(EDRMS) with implementing institutions in the HCM Lab at the Ministry of Public Service.

  • The Minister of State for Public Service, Hon. Grace Mary Mugasa, officiated at the closure of a two-day Regional Public Service Pension Fund (PSPF) sensitization workshop for Western Uganda Region held at Les Vegas hotel Mbarara City. Later in the evening, participants were invited to a cocktail where they had fun and interacted with each other.

  • Ground breaking ceremony for the refurbishment and renovation of the Gulu Regional Service Uganda Centre

  • The Minister of Public Service, Hon. Wilson Muruli Mukasa, officiated at the opening of a two-day Regional Public Service Pension Fund (PSPF) sensitization workshop for Western Region, at Las Vegas Hotel in Mbarara City. The workshop is taking place from 12th to 13th March 2026, bringing together key stakeholders from LGs, Cities/municipalities, Hospitals to deepen understanding and preparedness ahead of the Fund’s operationalization. This sensitization marks the end of the preparations for the establishment and rollout of the Public Service Pension Fund in July 2026. The next one planned sensitization is for the members of parliament scheduled for next quarter.

  • Swahili learning sessions are ongoing every Tuesday morning in the MOPS Main Boardroom. All Heads of Department and staff are encouraged to attend and actively participate. The purpose of these sessions is to equip staff with practical Swahili language skills and strengthen interpersonal communication.

  • A consultative meeting held at the Ministry of Public Service between the Minister of Public Service and the Minister of Agriculture, Animal Industry and Fisheries to discuss the proposed structure size of MAAIF and address concerns relating to the remuneration of staff affected by the Rationalization of Government Agencies and Public Expenditure (RAPEX) reforms.
