The Ministry of Public Service convened a stakeholder meeting today, 23rd July 2026, to review the proposed health staff structures for the Uganda Prisons Service as part of ongoing efforts to strengthen human resource management and improve health service delivery within the public service.
The meeting was chaired by the Commissioner for Management Services, Mrs. Allen Kakama and brought together representatives from the Uganda Prisons Service (UPS), Ministry of Health, Health Service Commission, Uganda Medical and Dental Practitioners Council (UMDPC), the Uganda Allied Health Professionals Council (UAHPC), China-Uganda Friendship Hospital Naguru, and the Ministry of Public Service.
Discussions focused on aligning the proposed health staff structure with the unique healthcare needs of the prison population, the Ministry of Health’s Service Delivery Framework, and established Public Service staffing standards. Participants also considered the proposed establishment of a Prisoners National Referral Hospital, the appropriate staffing models for prison health facilities at different levels, and the integration of Specialized Health Services required within the correctional system.
