Dr. Stephen Opio Okiror, who is retiring today 01 July 2026, is a distinguished Human Resource leader whose career in Uganda’s public service is marked by exemplary leadership, professionalism, and dedication to institutional development. Recognized by the Ministry of Public Service for his outstanding contribution, Dr. Okiror has played a pivotal role in shaping and strengthening human resource management across several key government institutions.
Over the years, he has served in senior HR leadership positions in various ministries and national institutions, including the Ministry of Foreign Affairs, Ministry of Health, Ministry of Education and Sports, and the Ministry of Justice and Constitutional Affairs. His expertise has also extended to the health sector, notably at Mulago National Referral Hospital, where he contributed to advancing human resource systems in a complex and high-demand environment.
Dr. Okiror’s leadership is characterized by strategic thinking, integrity, and a strong commitment to service delivery excellence. His work has significantly contributed to improving HR policies, staff development, and organizational performance within Uganda’s Public Service.
In recognition of his distinguished service, he has been honored by the Ministry of Public Service HRPD Department by organising a lunchion at Hotel Africana Kampala as he goes into retirement. As he goes, the team also celebrated his impactful career and lasting contributions to human resource management and national development. His legacy continues to inspire excellence and professionalism among public servants across the country.
