Uganda Public Service to commemorate Africa Public Service Day – 2018

Africa Public Service Day is a strategic event on the African Union calendar.  It is a special day for Public Servants and Public Service Organisations and it is celebrated annually on the 23rd June.

The Uganda Public Service will commemorate this day on Friday 22nd June 2018 and the main celebrations will be held at Kololo Ceremonial Grounds where we expect the Rt. Hon. Prime Minister of the Republic of Uganda to be the Guest of Honour.

The theme of this year’s celebrations is “Combating Corruption in Public Service Institutions through stakeholder participation and promotion of Ethical Leadership to realize the objectives of Agenda 2063 and Sustantainabe Development Goals (SDGs)”.

The celebrations will kick off that day at 08:00am with a march from Ministry of Public Service to Kololo Ceremonial Grounds.  The Uganda Police Band will lead the march.

Week long buildup activities have been lined up beginning with a Sports Gala (Foorball and Netball) at Makerere University Main Sports Ground, next to Makerere College on Tuesday 19th and Wednesday 20th June 2018.  Different Ministries, Departments and Agencies will be competing for a trophy to be presented to the winning team by the Hon. Minister of Public Service on 20th June 2018.

Other activities include Corporate Social Responsibility events where the Public Service will be giving back to the community and the target community is the vulnerable.  Different Government entities will be visiting different communities for this purpose.

During the National celebrations at Kololo, different MDA’s will exhibit their services and/or goods and some health institutions will carry out free medical checkups among others.

The Ministry of Public Service is expected to release the Pearl of Africa Institutional Performance Assessment Scorecard (PAIPAS) results during the National celebrations at Kololo and the winning institutions will be awarded to the exception performance in service delivery for the period 2016/2017.  There shall also be a presentation of a paper on the ASPD 2018 theme.

The general public is encouraged to attend the different functions as this is an opportunity to create awareness for the different government services.  The Local Governments are equally encouraged to hold celebrations in their areas of jurisdiction at a convenient date.

  • The CSCU has organised the 5th Research Management committee meeting at NRCA. The team was to, present and discuss on various matters including, Report and action plan of the RMC Retreat, finalised benchmarking report, Terms of Reference and Standard Operating Procedures, Draft Memoranda of Understanding for the benchmarked Institutions of ESAMI, SCNU, NARO and MAK and finally the Draftconcept Note for the development of the Socio-Economic Research Agenda. The PS/MOPS chaired the session.

  • The Minister for Public Service, Hon. Muruli Mukasa on 1st April, 2026, launched the declaration of income, assets and liabilities for Public Officers, and the User Guide to the Leadership Code Act, Cap. 33. ‎‎The User Guide aims to make the Leadership Code Act more user friendly in terms of giving clarity on the obligations of both Leaders and public.‎‎ The one-month declaration exercise for Public Officers which will end on 30th April, 2026, is a deliberate step towards reinforcing integrity, a reminder that public officers ought to be accountable because they hold offices on behalf of the public. ‎‎During the launch, the Minister reminded the Public Officers that declaration is a legal requirement and not an administrative burden like it had been misconstrued.

  • The Department of HRPD organised a one-day stakeholders’ engagement on the Knowledge Management Policy in the Public Service. The session provided a platform for discussion on key presentations and for agreeing on the way forward. The presentations included the Regulatory Impact Assessment Report, the Draft Knowledge Management Policy, and the report on consultative engagements with MDAs.

  • The Ministry of Public Service, in partnership with the Ministry of Health and other health partners, organised a one-day health camp at the National Records and Archives Centre to promote staff wellness. During the camp, staff accessed a range of free services, including health check-ups and counselling, screening for HIV, TB, and malaria, mental health support, blood pressure and diabetes checks, nutrition and wellness advice, financial literacy guidance, among other.

  • The Department of Human Resource Management/Finance and Administration is conducting hands-on training for all staff of the Ministry on the Balanced Scorecard under the HCM System. Held in both morning and afternoon sessions, the training is aimed at equipping staff with practical knowledge and skills on applying for leave and conducting performance appraisals through the HCM System.
